passenger gets advantage and black marketers get less time to sell their booked

Documents for Tatkal tickets: 2012 new rules for proof of identity
Under the new Tatkal rules, tickets will be issued only
after producing one of the eight prescribed proofs of identity, according South
Western Railway (SWR).
A self-attested photo copy of the proof of identity of any
one of the passenger travelling shall be invariably attached to the reservation
slip. The following documents are required:
Voter photo identity card issued by the Election Commission
of India; passport; PAN Card issued by Income Tax Department; driving licence
issued by the RTO; photo identity card issued by Central/State Government like
Aadhar card; student identity card with photograph issued by the recognised
school/college for their students; nationalised bank passbook with photograph
and credit cards issued by banks with laminated photographs.
A photo copy of any one of the above mentioned photo ID
proof(s) of identity must be self attested and attached to the requisition slip
at the time of reservation.

Tatkal tickets cannot booked during the special time of 10-10.30 am To help general people
The Indian Railway has introduced several measures to ensure
Tatkal train tickets reach the general people. Tatkal tickets cannot be booked
on internet reservation system during the special time of 10-10.30 am for next
day trains.
All travel agents including those of IRCTC will not be
allowed to book Tatkal tickets between 10 am to 12 noon from counters as well
as on the Internet. There will be separate queues and counters for Tatkal
buyers.
Booking counters will now open at 10 am instead of 8 am, the
day before the journey from the originating station. "No normal ticket
will be issued during this time unless there is no passenger for the Tatkal
tickets," an Eastern Railway release said.
CCTVs are being installed at booking centres as well. One
will have to carry self attested identity proofs for buying a Tatkal ticket.
The Tatkal revamp comes after the IBN network exposed how touts were cornering
these tickets.
Online Tatkal booking made easier:
The Indian Railway has also put in place measures to make online Tatkal bookings easier. High capacity database servers have been installed. The Internet bandwidth has been increased from 344 mbps to 450 mbps.
Web service agents have been permitted to book only one Tatkal ticket per train per day on the internet only after 12 noon. Individual users can now book only two tickets between 10 am and 12 noon

Indian Railways launch separate reservation form for Tatkal tickets
separate
reservation form for passengers booking tickets under this system will be launch
soon.
The pink color
form has to be WRITTEN up by the
passenger at the booking counters providing particulars of his/her address,
contact number and ID. At present a single requisition form is obtainable for
booking both normal and tatkal tickets.
Opening
time of tatkal ticket booking was altered from 8 am to 10 am earlier this year.
